DC Sig Tournament -- Panel Selection and Signup

I don't remember if we've ever had a sig tournament here at DC to determine the best of the best. There's a lot of artistic talent here, so I think it's time we do.

I've taken the time to steal RealGM's format. It's worked there, and I anticipate it will work here.

AN OUTLINE OF THE RULES
- Entries can be no larger than 450x150 pixels. Anything bigger will not be accepted.
- No PSD cutouts allowed. All pictures used in the sig must be accompanied by a link.
- Late entries will not be tolerated.
- Each round will last 48 hours. To speed things up, the next round's theme will be announced as the current one is being judged.

HOW THINGS WILL WORK
- A panel of THREE respected members will judge the entries.
- Signups aren't limited by number, but if the final amount of signups cannot be divided evenly in half, the last signup will be discarded (unless another signup can be found). So it's really in your best interest to enter yourself quickly.
- Seeding will be determined by a "pre-battle" round. This round does not carry elimination, nor is it narrowed down by theme. Signups will be given a selection of FOUR pics - one of which MUST be used in a pre-battle seeding entry. These entries will then be graded and put in order from high to low.
- We will be using a (1) vs. (16), (2) vs. (15) style format.
- The rest of the rounds will contain a theme you must go by.
- These rounds will be graded like the pre-battle. Winners moving on will then be seeded by the previous round's score. Matchups will be determined by the seeding.

GRADING SYSTEM
- Entries will be graded by the following system:

TEXT - 5 points
BACKGROUND - 5 points
TECHNIQUE (cropping, pic selection/placement, filter tricks, pic manipulation, originality) - 10 points
INCORPORATION OF THEME (or pic in pre-battle) - 5 points
OVERALL LOOK - 10 points
TOTAL - 35 points

Totals will be added up between the three judges and presented as a final grade.

IN THE EVENT THAT THERE IS A TIE IN SEEDING/GRADING

Judges decide who is seeded or graded higher by virtue of best-of-three.

That should cover everything. Now, for signups:

Alright, I have to make a minor change. It doesn't seem like we'll get 16 signups, so if we're stuck with 13 or some number between 8 and 16, the pre-battle round will determine who is in the top 8.
