i've been running into some problems here recently in my dynasty due to player personnel
Hershel Dennis, my backup running back, has been constantly complaining about wanting to start, yet when he goes in to run when Benson's tired, he gets like one yard each time, with the exception of one or two big gains per game
but i noticed there are some top notch running backs in free agency that i've had my eye on since i started my dynasty they are as follows:
Carnell Williams (86 ovr) Reggie Bush (85 ovr) Adrian Peterson (82 ovr) PJ Daniels (82 ovr) Joseph Addai (83 ovr) Justin Vincent (85 ovr)
those are the only ones i'd sign if i were to cut Dennis, so my question is, should I? and if so, who do you guys think i should sign?

are you trying to get a back-up or a starter? You have Benson so I'd think you'd want someone not so high a rating unless you plan on splitting time between the two players.
EDIT: Like what Usmaman said drop Dennis and pick up a quality back-up like PJ Daniels or Adrian Peterson, someone who isn't up near Benson's rating (which I think was like an 86?).

I'd drop the dead weight and pick up a quality back-up, not a future starter.

Pick up a guy who can catch the all well. Bush eould be nice, very versatile.

Cadillac is hella slow, though (at least in my dyn he is...1st round bust with Arizona). I like to have a speed back and a power back, and assuming Cedric has some good running power, I'd go with the quick guy, like Adrian Peterson or Reggie Bush. There's nothing wrong with signing a lower rated guy with a good speed rating, or even drafting a RB in the second half of the draft if you find someone you like there.
Whatever you choose to do, I think it'd be best to add someone with good speed. If it's a lower rated guy because he doesn't break tackles well, that's fine because you can always improve on that in training camp.
