im a new member, i have been lookin around in w3schools and im starting 2 understand html but im still not all the way there, i need some help on getting a banner any possibly a layout.......

My best advice is to check around the HTML Help section and Design graphics threads. It is good to see you attempted to learn HTML as well. Good luck and welcome.

Welcome, and happy dynastying!
If I may add just some advice:
Don't let people make stuff for you. Make it yourself! Even though you're just learning HTML (and maybe just learning) how to make banner if you make it yourself, and see it on your dynasty...it is much more rewarding. That way if you get good ratings, you know it was your work that helped you earn you that rating, not someone elses.
