They're nothing more than a "nuisance tax" for using that shipping lane. If it was that big of a problem, they would move their shipping lanes or at least insure and arm their boats. For some reason they seem ok with paying them off and moving on. Probably because it's more financially sound to do it that way.
The celebration of this story is driving me crazy.
