I've noticed that a lot of the banners you guys make have really cool backgrounds. How do you guys make them, is it just winging it on photoshop or is there sites you all use or something.

They're mainly brushes, which you can download basically anywhere (deviantART, the late PSDCentral). You can add different pixel stretches, blurs, and adjust layer styles to get the right background, but it all comes down to the kinds of brushes you have.

psdcentral is down for good. Most of mine are photoshop filters, I've only used brushes once or twice.

Keep it basic, that's my suggestion. A lot of people who use filters are horrible at cutting or have horrible execution on the rest of their work, so it really balances out.
And as for PSDC being down for good, it was innevitable. A buddy of mine ran a site that was fueled my pirated pictures, so that site, along with PSDC and the other sites alike, were caught and forced to be shut down.

All the filters I use came with photoshop.
