This isn't really all about graphics per se, but I have photoshop elements on the computer right next to the one I use, and would like to know how I would go about transferring it to this computer. I'd use the other computer, but it lags a lot...
So can anyone help me out?

You can put them on a network together. That is what I do. I've been running the two PC set up for a while.

Well, I don't know how to exactly go abouts doing that, but if that's what it takes, I guess I could do it...
But isn't there just a clear-cut way to copy a program onto another? Would I be able to do it as easily as saving the files onto a floppy disk? (Edit: actually a floppy disk wouldn't work because the other computer doesn't even have a place to put a floppy in... so that's out of the question)

Well I guess you can put them on CD and transfer them. See, I have a both PC's plugged into the router thingy so that takes care of it. Maybe there is a way to directly connect the two PC's, I don't really know though.
