There's no difference between 100 speed and 99 speed so I don't think it really matters a whole lot. Especially when he'll be returning kicks, the difference between 100 and 99 is dimunitive.

Laverneus Coles should be a 103 then because his 4.27s the fasted clocked time in the NFL Combine era... Hester I think ran somewhere in the 4.32 place.
Its funny because players can run a 40 clocked and then on gameday run something different. People say Jerry Rice was the fastest player they have played but he ran something in the 4.6.
I think Madden takes in account how fast you are on the field during play. Hester might not be the fastest in the league, but combined with his accell... he is when he touches the ball.

Actually the fastest time in the combine era was a 4.18 ran by a cornerback that the Packers drafted in the 7th round a few years back. And I belive Deion Sanders ran a 4.21.

I think Donté Stallworth ran a high 4.2 but I am not sure if that was at the combine or at his pro day.

Sanders ran before the combine started doing it intellegently, so his time will always go down as hand clocked. Michael Bennet has had a hand clocked 4.13, it's not the same. Bo Jackson ran a 4.12.
Stallworth ran that on his pro day, but was also hand timed.
Coles ran a 4.27 clocked with the NFL regulated timer during his combine. He has ran that same 4.27 time twice for Addidas and once for ESPN. I remember this with vivid detail on ESPN and reading the article online haha.
It wasnt until 1990 they even did it mechanicaly, and 1995 was the first year they had it set exactly right.
Im not saying he is the fastest ever, but right now in the NFL... DeAngelo Hall would be the only to give him a run for his money.

The fastest time officially recorded by the NFL was 4.29 seconds by Cameron Jobe in 1989, although the NFL did not begin electronic timing until 1990. In the electronic timing era, the fastest recorded time at the NFL Combine was 4.25 seconds (hand time) by cornerback Fabian Washington in 2005. However, his official time at the 2005 Combine was 4.31 seconds. Most other times close to 4.0 are untrustworthy due to the use of hand timing, but still many use hand timed 40's such as players including Jerome Mathis (4.25), DeAngelo Hall (4.15), Michael Vick (4.25), Lee Suggs (4.27), Bo Jackson (4.12), Don Beebe (4.21), Michael Bennett (4.13), Randy Moss (4.25), Darrell Green (4.15, 4.2), and Laveranues Coles (4.2).

Why don't we just all agree that there is no End-All verdict on a 40 time? One electronic one could say he ran a 4.26 while another could say 4.27. Let's just agree that he's pretty god damn fast.

And Sportsbuck... its either Kurt Cambell or Chris Johnson your meaning and Cambell says 4.3 something. Johnson is a good KR specialst, so maybe your right. Cant google it though.
EDIT: Your right Sportsbuck. He's just a fast son of a gun. They said something like some world class sprinter ran a 10 meter in .83 seconds meaning he would have ran a 3.03 in 40 yards with a running start.
I cant imagine running that fast. Ever. I always say.... hey... see that light pole. Say I started running to it. I'd get there.... now. If I were Lavernues Coles.
