It's actually called a trade exemption. Whenever a team makes a trade and deals away more dollars than they are receiving, they receive a trade exemption equal in value to the original difference. It can be used to used to sign or acquire a player who makes less than or equal to the TE amount when over the cap.
Trade exemptions can not be used in combination with players, so what DB has up there for the DEN/SEA/POR/SAC four-way isn't entirely accurate. They can be traded with picks or by themselves, but never with players.
Also, trade exemptions cannot be used to bring incoming/outgoing salaries within 125% of one another.

The Cavs did this trade to help the Sixers gain some financial flexibility while getting a pick back. Before today, the Sixers were $600K over the luxury tax threshold. Tonight, they're $300K under. If they can retain that number until June (which seems unlikely considering Willie Green will be signed next month and Tim Thomas is 50/50 coming here), they get a bonus of $10 million. It was a good move I guess. Oh and Robino, you can kiss any chance of signing Tim Thomas goodbye. He's stated that he wants to play close to home - either Philadelphia or New Jersey.

Didn't say I want him necessarily, just that Pop and RC are looking into him pretty heavily :-) Either one would be a decent piece to add, and that ring sure is a big draw for a lot of players, especially this far into the season....

Paxson doesn't want Thomas going to Philadelphia and is doing everything within his power to keep him from going there. He feels similarly about the Nets.
Spurs might actually be the frontrunner.

Does Tim Thomas still have that shockingly awful contract the Bucks gave him like 3-4 years ago after the Bucks were one game from beating the Sixers in the East Finals? Something like Eleventy Billion dollars over 12 years?
