Manchester City and Tottenham are both in the Premiership (top division) and are fairly good teams, however not quite good enough to deal with the Chelseas and Man Utds of the division. These two would play against the best in the world and try to become strong enough to overcome the giants of the Premiership.
Reading is in the Championship (the division below the EPL). They are currently leading it in real life and feature some strong players. Promoting shouldn't be too incredibly hard, but facing the Premiership teams would be a big struggle.
Torquay, where do I begin. They are in League Two, the lowest one. They are utterly abysmal. This would be a real struggle to improve and probably take a long long time before any movement is made.
I personally would like to play in EPL (Premiership) because I have the most knowledge of it, but will listen to people's requests.

Personally, I'm a Reading fan, and would like to see them be done. However, you say you'd like to do EPL, and so I'd have to go with Manchester City. Shame Wright-Phillips isn't there anymore, but so be it.
EDIT: Winning Eleven or FIFA06?

I'm still disappointed in your not going MLS, but I guess it's take and take between us. I chose the Nimrods, you didn't like it. You go to England, I don't like it.
Anyways, you should definitely go Man City, because they can actually do well (kinda) in your first year.

Man City does have Bradley Wright-Phillips, Shaun's brother.
